Practical use and limits
Use it for: At Modern start, copy the live victory requirements, assign factory, resource, hub, and defense settlements, then review the slowest connection or input every five turns.
Limits: Factory resources, town focuses, building costs, Great People, final projects, and required counts have changed across patches. This is a logistics framework, not a fixed build order.
Define the pipeline before maximizing gold#
The Modern economic route depends on moving from connected settlements and industrial infrastructure to factory resources, victory progress, Great People or projects specified by the current rules, and the final completion sequence. Gold helps buy missing links, but a large treasury cannot replace the required map inputs. This guide was reviewed on September 26, 2026 against official material and patch notes through April 2026. Factory and rail costs, town focuses, resource effects, victory pacing, and AI behavior have changed. Open the current victory panel at the beginning of Modern and copy its exact requirements instead of relying on a remembered count.
Prepare in Antiquity and Exploration#
Use earlier Ages to create optionality. Claim settlements in regions likely to offer distinct later resources, reveal routes between coasts and interiors, and maintain towns that can supply food, production, trade range, or future factory capacity. Do not predict the exact Modern resource layout from an old map because resources and placement rules can change between Ages. In Exploration, Distant Lands, treasure, trade, and overseas access can finance the transition, but avoid building an empire whose happiness and defense depend on every convoy arriving. The target is a connected, stable footprint with spare production and gold when the Modern requirements become visible.
Assign industrial roles after the transition#
Immediately identify factory cities, resource towns, connection hubs, and defensive anchors. Factory cities need enough production or purchase capacity to complete required infrastructure quickly. Resource towns should improve and allocate the inputs shown by the current victory panel. Hubs extend roads, rail, trade range, or ports so isolated resources become usable. Defensive anchors protect the few tiles and connections whose loss can stop the chain. Avoid constructing every economic building everywhere. Queue the bottleneck first, and keep one city flexible for a project, repair, or military response once rivals begin contesting the route.
Treat resources as a flow, not a collection#
Create a ledger with resource name, improved location, connection state, destination, capacity requirement, and whether it currently advances victory progress. A resource in territory but not improved, connected, or assigned is not yet part of the pipeline. Recheck after war, pillaging, a trade change, or settlement capture. Diversify the route so one port or rail connection does not carry every critical input. When deciding between another settlement and improving an existing one, compare time to usable resource rather than theoretical map coverage. The economic route rewards throughput: the rate at which qualifying inputs become completed progress.
Protect the timing window#
Once the pipeline is ahead, rivals can attack connections, sanction the economy, contest required regions, or finish a different victory first. Maintain enough mobile defense to protect factories and repair pillaged links without turning the whole empire into a standing army. Use diplomacy and influence to keep at least one border quiet. Bank gold for a named purchase, not as a scoreboard. Track the slowest remaining requirement and the opponent closest to finishing. If disruption adds fewer turns than changing victory paths, repair and continue; if a required input is permanently lost, use the science, culture, or military capacity built alongside the economy as a deliberate fallback.
A Modern economic checklist#
At Modern start: copy current victory requirements; mark factory resources; assign factory, resource, hub, and defense settlements; verify happiness and settlement capacity; schedule connection and building order; reserve purchase gold; and identify the final project city. Every five turns: reconcile improved versus assigned resources, damaged links, factory capacity, Great People or progress items, rival completion, and the remaining critical path. Stop unrelated wonders, expansion, and wars when they delay the chain. This checklist is intentionally count-free because patches can rebalance values. Its stable promise is to expose which required input is missing and what action makes it usable.
Frequently asked questions
Is Economic Victory just about earning the most gold?
No. Gold provides flexibility, but the victory route depends on the current Modern requirements for industrial infrastructure, connections, resources, progress, and final completion.
Should I settle every factory resource I see?
No. Compare time to improve and connect it, settlement-limit and defense cost, and whether existing territory can supply the remaining requirement faster.
What should I build first in Modern?
Read the current victory panel, identify the critical bottleneck, and build the connection or industrial capacity that makes the first required resource usable. A universal build order ignores the map.
